Fascism Although many regimes and movements imitated aspects of fascism, explicitly fascist movements generally struggled to become regimes. There is no straightforward reason for this failure, for economic crisis and  fear of communism were very widespread, even where actual communists were rare. The most convincing explanation is that fascism did best where it combined leverage in parliament with street action, as it had in Italy and Germany, and to a lesser extent in Hungary.
